The best deck in Core costs $230 to build. The most expensive deck costs $561 and wins less. Every single deck that costs more than $230 wins less than it does. If you are about to spend money before a Set Championship, that is the only sentence in this article that matters.
Set Championships run the four weekends of September, nine rounds, best-of-three, Sets 9 through 13 legal, no sideboards.
Here is every deck people are actually winning with, sorted by what it costs to put the sixty cards together at market. Not by tier letter. You are choosing with a budget, so the price is the useful axis.

The average deck here costs $269. The best one is below that.
Under $150
Boosties at $112 is the answer, and it is not close. It wins 53.29%, which is genuinely good, and the next-best thing under $150 wins three points less. Half its cost is two Ohana Means Family at $26 each, so if you already own those you are most of the way there.
Mickey detectives at $82 is the pick if $112 is too much. It wins 50.46%, which is above water, and it has no expensive card in it at all. Nothing in the deck is a chase card.
Amber/Emerald items at $36 is the cheapest real deck in Core, and it is a strange one in a way the price hides: it runs either one character or none at all. The lore comes off four Enigmatic Inkcaster, and the versions that do play a character play exactly one, a single Kevin - Flightless Bird, who puts himself back on top of your deck every time he quests so that My Adventure Book can find him again. It wins 48.91%, so it is a hair under even, and it plays nothing like a normal Lorcana deck. Some people will love that. We build the one-Kevin version, as My Adventure Book.
Skip Amber/Emerald Toys at $135. It costs more than Boosties and wins six points less.
$150 to $310, where the good decks are
This band has the two best decks in the format and both of the format’s best trades.
Elinor at $230 is the best deck in Core. 56.64%, the highest number on the board, and it costs less than average. Four Circle of Life is $115 of that, so half the deck’s price is one card you may already own.
The Emerald/Steel deck at $237 is a point and a half behind it and is the deck to build if you want something that fights over the board rather than racing on lore.
Princess Aggro at $307 has by far the biggest body of play behind it of any strong deck, and it is a single build, so there is no risk of accidentally assembling a bad version. Four Pocahontas - Peacekeeper is $153 of the cost. If you want the safest thing to register, this is it.
Skip Retro Control at $222. It was a good deck earlier in the season and it is not one now. It has dropped below even, and at $222 it is the worst value in this band.
Over $310, where you mostly buy worse decks
Five decks cost more than $310. Not one of them beats the $230 deck.
Midrange at $561 is the most expensive deck in Core and the closest thing to an exception, at 55.61%. It is still a point behind Elinor while costing $331 more. Four Dumbo - Ninth Wonder of the Universe is $234 of it.
Maleficent Midrange at $443 is the worst trade on the board. It is the third most expensive deck here and also one of the three worst performing, at 48.09%. Four Demona - Scourge of the Wyvern Clan is $153 of that. Do not read this as the deck being unplayable, read it as: the version most people are on is not worth $443.
Droids at $429 and Incredibles Tempo at $520 both win less than Boosties does at $112, while costing four to five times as much.
The upgrade that costs nothing
Two of the best decks have a popular version and a good version, and they are not the same list.
Elinor is the important one. The most-played build has been played 36,244 times and wins 52.73%. The better build wins 56.64%. That is nearly four points, it is the difference between a mid deck and the best deck in the format, and the good version costs $24 more.
The Emerald/Steel deck does the same thing in reverse. Its most-played build costs $252 and wins 52.93%. The better build costs $237 and wins 55.26%. You pay fifteen dollars less for the better deck.

What to actually do
If money is the constraint: Boosties at $112.
If you want the best deck: Elinor at $230, and build the right version of it.
If you want the safest deck: Princess Aggro at $307. One build, enormous sample, no way to get it wrong.
If you were about to spend $400 or more: do not, unless it is on Midrange specifically. Everything else up there is worse than a $230 deck.
